In an attempt to present seemingly low line rates many transcription services have lowered their line counts to 69, 65, and even 56 characters per line. This simply masks the higher costs of these services.

E.M. Transcriptions, Inc. continues to use a traditional 80 character line count that can be easily verified.

1 I am writing this to express my concern and frustration at your company=s
2 ever increasing health insurance rates. Your letter dated December 29, 2000
3 states that my rates have increased in order to Areduce the costs@ and
4 Amaintain quality coverage and service@ and my rate increases are a Atrade-
5 off for improvement in the quality@ of my families health care coverage.

6 My policy with your company has been in effect for 3 2 years. During that
7 time, I have seen my rates increase from $1836.48/year in August of 1997 to
8 $3855.52/year beginning February 2001. This represents an increase of
9 about 110%, or approximately 33% per year. At the same time, my deductible
10 has risen, from $3000.00 in August 1197 to $3200.00 beginning February 2001,
11 representing an approximate 7% increase. Yet my benefits have decreased in
12 my PPO coverage; for example, in February 2000 a $40.00 office visit was re-
13 priced at $30.00; however, in August 2000 a $40.00 office visit was re-
14 priced at $34.50. This represents an approximate 14% decrease in my
15 benefits, and an approximate 14% increase in my out of pocket expenses.

16 I fail to see where the Aimprovement in quality@ is a Atrade-off@ for my
17 higher rates, as I have never filed a claim with your company. Perhaps an
18 explanation from one of your representatives will help me understand why I
19 must continue to pay more money for less service, and I will be filing a
20 complaint with the Indiana State Insurance Commissioner to that effect.

Two questions that should be asked of a transcription service's line counts:

Are billing logs available that list line counts individually by file name?
Can line counts be verified by counting files manually and/or through word processing programs?
